How to create KPI for accreditation then how to measure this KPI. thanks

The starting point would be to define the factors of successful accreditation. I guess there are some requirements by the regulator and the first step is to map and quantify them. 
I believe your institution will need to implement some initiatives in order to pass the accreditation, those initiatives can also be quantified. 
The BSC Designer software will certainly help with the automation and calculations aspects. Here is an example of the university scorecard – not exactly the accreditation context, but for sure you will find some useful ideas there.
