Dear PARSURAM,
I would suggest the following process:

  1. Understand what’s your current challenges are (in the context of HR)
  2. Run a discussion about how to address this challenges (you’ll need to involve CEO, Head of HR, some key HR managers)
  3. The result of the discussion is a set of the business goals (linked to each other by cause-and-effect connection) and respective action plans.
  4. Once you passed steps 1-3 you’ll have a clear understanding of how to measure HR’s progress.
