so, once time i have planned budget (budget estimation) let’s say $3000 in a month. and then i allocate it for service cost $1000, for supply cost $1300, and for other cost $700. but during this month i have to close several critical problem and need additional cost about $1500.

I think the best starting point would be to formulate an answer that you want to be answered. In your case you might ask “Was the budget planning accurate?” or “Were the expenses appropriate?” and according to what you write you already have the answers to these questions.My recommendation would be to define business context and challenge first and only then go searching for KPIs.
