Thank you for interesting question! As I'm running software business I could share some valuable tips.

The key question is how do you determine the "efficiency" of .NET developer?

1. Is "making their work faster" your actual task? If so, I would start with analysis of what your development process is. Once you have a scheme you can share it and have some insights. I believe that you will find some of agile methods that allow to make development faster.


2. Another aspect: marking the project faster doesn't mean loosing quality. Check out my presentation in Vienna about managing software quality: http://www.bscdesigner.com/balanced-scorecard-presentation-software-quality-days-vienna-2013.htm there are some KPIs that you might want to incorporate.
