I am not looking to simply track the amount of hours of completed training. Would like a simple tool to measures the effectiveness of training and retention as well as the trainer.
I will build my answer on the base of Learning and Development – organisational training. If I am wrong please feel free to post with further explanation.

You may also asses the efficiency of the training (hence the trainer) by analysing whether there has been growth in performance.
For example, 1 quarter after the training is completed, measure the performance ratio of employees that completed training compared to employees that have not completed training (you may choose to measure this over a test project, or already in place project – ensure it is measurable)
You could measure trainer efficiency through surveys, ask trainees to complete them at the end of training program and rate the performance of the trainer (normally 1 to 5)
