If you are measuring team motivation, you can use different methods. Surveys, especially anonymous surveys, are one of the most effective methods.

So if you have a team of 20 and 10 scored high in motivation (you probably will have a scale from 1-5, where 1-3 is low/no motivation, and above 3 is medium to high motivation):

Total motivated team members/ total team members x 100

10/20 x 100 = 50%

Therefore, the example shows that 50% of your team is motivated.

I would also add that in this case "motivation" is probably not what you really want to have, I think your final goal is to have a planned results on time, probably with more detailed research that you have experted.

The question about this KPI can be formulated as "How motivational aspects are connected to planned results", e.g. people can be very motivated but will fail to achieve goal.

Another thought is that motivation is not actually static value for the person, one might be motivated more for project A and another for project B. In this case you could measure motivation as time that person spend or talk about specific project. Or compare delivery timeframe with some standard values.
