KPI Expert In order to measure staff performance, you need to have a clear picture of what ideal performance is to your company – in this case the hospital. You asked about measuring effectiveness and productivity of specialist staff.
I would start by defining what makes specialist medical staff effective and productive and how do I measure that. Below are examples of how to start measuring effectiveness and productiveness.
1. How many patients are treated per day?
2. How many patient facing hours a week does a specialist get?
3. Ratio between successful vs. unsuccessful decision making per specialist staff

Do you use performance management systems, or annual appraisals? Setting clear objectives and measuring performance against those objectives is one of the most useful tools in this matter.

Examples of KPIs you may use:

1. Ratio of objectives met vs. objectives not met per specialist employee
2. Number of patients treated per day per specialist employee
3. Successful decision making rate per specialist employee

Just adding one key ideas to great Oana's post: I would divide medical staff into doctors/nurses and these who do administrative work.
