In order to measure employee contribution towards enhancing the department’s process, it is important to have in place a system to record the contribution.
I would advise to start with defining the contributions that employees could bring to the department in order to improve the department's process. Then you may use KPIs to measure the employee contributions over time periods, and asses its impact on business success.
For example, you may measure the innovations created for the website applications development. Perhaps you can measure the % of motivations that helped to reduce errors, and so on.
In order for these KPIs to meet the needs of your department, it is important to align them with your organizational goals. In this case, as mentioned, it would be very beneficial to define the contribution that employees can bring and measure it over time.
It is also important to make the measurements as objective and accurate as possible, and take account of all external factors that may influence results.
