This indicator is for measuring the QA personnel, as a % of the total no. of personnel in the application developers’ team.
For instance, a software company that measures performance through Software Quality KPIs may find that their Number of Defects per FP or % of Bugs found by Clients has been increasing over the measured time period (e.g. month by month).
In order to identify the cause of this and amend it, they may look at the % of QA personnel. A lower % in this KPI could answer why the quality performance has declined over time. Therefore, in this case, the employment of more QA experts may solve the performance problem.

Formula:
Total no. of QA staff / Total no. of application developers x100

KPI Expert A company that is scoring low in quality KPIs was advised to measure the Quality Assurance workforce and increase it if necessary.

The company calculated the total QA personnel over a year period (no turnover assumed)

Total Quality Personnel in FTE: 4
Total Application Development Personnel in FTE: 40

4/40 x 100 = 10 %
Hence 10 % of the application developers is QA personnel

The Company increased the QA personnel to 6, increasing the % to:
6/40 x 100 = 15%

Now the company has 15% of its application developers as QA personnel
