% of the contracted scope of work achieved

Well, assuming scope of work as the breakdown of the work project, tasks (as you said shipping & stockpile of coal), deadlines, processes etc.

Formula:
Total work achieved (tasks, milestones)/ Total work (tasks, milestones) as part of Scope of work x 100 (in a given time period)

You may also measure change in scope of work over periods, e.g. annually

It highly depends on what exactly you are trying to measure.
