In measuring general HR performance I would use a range of different key indicators to evaluate and improve team productivity. Depending on how transactional the work is, I would look at setting a period of 2 days for all general enquiries to be completed; this would require an enquiry management system which can be easy to setup. Another would look at paying people with 99% accuracy measured monthly, and another key metric would be customer satisfaction measured quarterly for general inquiries.

As for motivation, I have found that you cannot go past a HR planning day that is involved and varied.
