Identifying who makes up the leadership levels is a start. This could be identified by specific positions or where I work currently, such positions are identified generically by a combination of senior job grades and 'does this position report to the CEO and or does this position report to someone who does report to the CEO.

Depending on the levels you can measure the executive team gender diversity or the departmental teams gender diversity. An awareness of such metrics especially at a department level could help identify and progress key candidates to bolster female participation in key leadership roles.
