As far as you have described the current situation and the measurement goal your KPI have to be as simple as:

KPI1=(# of defects resolved)/(total number of defects)*100
KPI2=(# of partially resolved defects)/(total number of defects)*100
KPI3=(# of unresolved defects)/(total number of defects)*100

You can use BSC Designer Online to manage your KPIs.
