Corporate performance is measured through number of factors. These may include the time management of an employee, its relationship with other employees(customer-owner relationship in process management), competency(problem solving level during work), task management etc. These general terms are further divided into sub-factors. Each minor factor is converted into measurable indicator, so that company can measure the numerical value of the performance indicator.

KPI for a single operations are different from the KPI of an organization. We also call them KPI for corporate performance. We must understand that each KPI has its origin with specific objective. And that objective is the element of set of other objectives needed to achieve the vision of the organization. They define the strategy which is the strategy of the organization. For process level KPI objective(origin) may be set for departmental objectives.

I think one of the key indicator for measuring performance of the Balanced Scorecard is about measuring of employees involvement. I'd start with measuring of hours that people on different organization level (e.g. top management and line level employees) are actually using the Balanced Scorecard system.
Mapping this time will actually show who works with Balanced Scorecard and who doesn't. This will be a starting point for more precise analysis.

In my point of view, I see as the Balanced score card is not a tool in the hands of employees. It is a feed back mechanism to evaluate the direction of the organizations actions. So that management can judge whether these actions are in line with organizational objectives. BSC is one of the tools to measure organizational effectiveness.

Typicall there are 4 Dimensions to the balanced scorecard. One dimension should consist of human capital measures that could measure either transactional key indicators on; Sick Leave, Annual Leave, Average Training Days, LTIFR, and LTI.
Strategic key indicators of this dimension could include; Staff engagement, promotion rate, internal mobility, quality per new hire, succession readiness, etc.
