I would start with the second question. To answer you will need to formulate your strategic goals for this case. If you need the fastest compliance? Or if there are some quality aspects of the compliance?

If your goal is fastest import/export then you just introduce the time KPI and that's it, but I believe it is more complicated in your case. We could work on this more if you will provide more details about the nature of your business.
