I would start with segmentation of employees. Obviously that there are employees involved in sales, marketing, accounting, partnership management. These roles involve different types of tasks and should be measured in a different way.

Second, decide on what you actually need. Do you need to monitor a current state or do you plan to achieve some objectives?
