First of all you need a competency dictionery to measure for. If its ready that you should convert them to measurable values.

Competency is a subjective factor. It depends on the objective that we want to see in any employee. Objective can be simply a know how level competency or it may be at the strategic level competency. Once objective is defined then we operationalize the variable. Operationalizing means finding manner to measure the variable quantitatively.
