Ideal World: Recruitment costs are measured in the recruitment acquisition, which means costs are usually centrally controlled.

My world: Two systems which both financial and recruitment system are unlikely to talk to each other.

If this is the case, I would measure cost per new hire as a rolling 12 months, reported on a monthly basis. If the recruitment costs are split to multiple cost centres, ideally they should all be under the one company G/L code. If this is the case complete a cost over a set period per cost centre. Complete a total number of placements per managers hiring cost centre for the same period of the recruitment data.

Once you complete an average, you can filter the report to present cost per new hire to a specific business unit, job grade or role type. If the G/L can differentiate between internal and external purchase orders, then you can complete a cost comparison of internal or external costs for additional analysis.
