Thank you for your question! I believe your final goal (strategic objective) is to improve the accuracy of reporting of these findings.

The KPI here might be the number of repetitive cases that were incorrectly recognized by CT examination.

That KPI will give you a clue about if your team is learning from its mistakes or not.

The action plan might be teaching specialists of CT by comparing clinical and CT findings.
