Firstly, as you mentioned you want to measure the HR process for managing the business units, I would start with defining goals and responsibilities. You will benefit the most of these KPIs if you align them with overall strategies and organizational goals.
For instance, if your overall goal is sales increase or budget cuts, do measure how the HR processes are working towards meetings those goals in the relevant business units.
You may measure:
Learning and Development Activities per Business Unit
Budget Allocation per Business Unit
HR Admin services per Business Unit
e.g HR Response Effectiveness
Time from Employee Query (from business unit) To HR Response
