This indicator is for measuring the number of open project tasks that are older than 28 days (or any other set time frame) as a % of all open tasks.
The project manager will set a time frame to resolve each task, hence into the backlog will be calculated any open task that has not been resolved in that time frame (e.g. 28 days).
This KPI is measured during the project and can help to measure the project performance and identify any extra time or costs needed for completion.
A high Backlog of Project Tasks KPI can resemble a poor project plan, or simply issues arising that interact with the initial schedule. Strategies can be put in place to minimize this KPI will help increase project performance, ROI and reduce costs.

Total number of old open project tasks/ total number of open project tasks x 100

This KPI can be a great tool to identify why other KPIs such as Schedule Variance, Deviation of Schedule or Deviation or Budget are altered.
For example, for a project with a total of 20 tasks, that half way through the time schedule has a backlog of 5 tasks (25 % of work) that should have been completed but are still pending; all those KPIs above will be affected.
Backlog of project tasks can be due to many reasons, firstly employee under-performance; one employee underperforming can hold the entire team back.
System failures or work difficulty can be other reasons why the work is behind.
However, the longer the tasks are behind schedule, the higher the cost and the lower is the profit.
Project Backlog should be at the top of a project manager’s priority list. A company policy / blue print could be set on how backlog of tasks should be dealt with.
