In terms of setting KPIs for the cleaning staff, you could use the following KPIs:
Cleaning Time per Room (similar to the Service Time per Room KPI from the link above)
– you could set a benchmark/ ideal time per room and use that as a measurement for the performance of the cleaning staff.
You may also measure the standard of cleaning , perhaps by once again setting a benchmark KPI.
Here you can use a ranking scale measure (cleanliness on a scale of 1-5) or % measure.
