The performance indicators for the project managers depend a lot on what their functions in your company are, what the business goals of the organization are, and how daily activities of project managers are related with that strategy.
Just as an example, let’s have a look at the typical cycle for the project management:
1. Business analysis
2. Definition of the requirements
3. Development process
4. Implementation
If project managers are involved in the design of requirements, then it is a good idea to track “% of rework attributable to requirement” this will allow to estimate manager’s efficiency.
The development process can be tracked by “% of requirements implemented” indicator.
We don’t need to forget that project managers work with people, so we could build some satisfaction indexes. For example: it can be a general “Project stakeholder satisfaction index” or more specific ones like “Developer satisfaction index” or “QA satisfaction index.”
Finally, there are various process oriented indicators like “% of milestones missed.” As for the second question, there is a different between KPIs (used for performance tracking) and Balanced Scorecard (used for strategy execution). The benefit of the performance measurement is making employees accountable, while the benefit of the Balanced Scorecard is in the alignment between daily activity and organization’s strategy that leads to the more effective strategy execution.
