In this case I would go for a detailed Balanced Scorecard with a strategy map where you will need to analyze current business challenges and map specific goals and objectives of the new executive.
After this it will be a turn for KPIs. In the most cases it will be easy to come up with lagging KPIs (like % of covered markets), and very hard to come up with good leading KPIs (in your case it might be a “number of meetings with qualified decision makers”).
